Two stupid questions about the T680

Hey all. So the company I drive for uses T680s as their main trucks and after driving it I’ve noticed two peculiarities that maybe you fine folks can help me find an answer for.

1. Whenever you push in the parking brake it makes a whining noise that increases in octave and goes away when you start driving. When I was going through CDL school the KWs and Peterbilts they had also made this sound but Volvos, Freightliners, and Internationals don’t make that sound. Does anyone know what it is?

2. My company has the trucks limited to 63 on pedal and 67 on cruise. However whenever cruise is active on the little speedometer icon it’ll have a yellow triangle on it and the truck will slow down about 5 mph for either a few seconds or minutes. Why does it do that?
