Truckers please explain

Why does the truck pass me way over the speed limit going downhill to practically not moving going uphill, I get that he is loaded with weight but am I suppose to accelerate way over speed limit while going down hill so he doesn’t pass me to then slow down in front of me with his 4 flashers. I can’t seem to find a good option besides speeding like crazy going downhill so the truck doesn’t pass me, can’t you just slow down a bit going down the hill?
