Question for the Truckers that are paid hourly.

My husband is a Trucker that is paid hourly, when he marks himself “off-duty” while he is waiting to be loaded or unloaded (he has waited as long as 10 hours at a few places) to save his 70 the company he works for doesn’t pay him for that time. I say technically he can’t leave and go do whatever he wants to do, plus it isn’t his fault that the distributer takes so long it is the company’s for allowing it so he should be paid for that time! Anybody else had this problem? I’m tired of my guy being gone 168 hours a week and getting paid for 43
