Question about driver to trailer accountability

Long story short, a truck pulled the ol’ no blinker side swipe on me today and plowed into the side of my car. He then decided to just take off as quick as he could. I followed and tried to signal him to stop but the asshat just decided to start driving erratically to try and get away. I decided it wasnt worth chasing the asshole down so I got the plate number for his trailer and reported the hit-and-run. Cop says they “probably can’t do much” because the trailer belongs to a company and not the driver. That much makes sense, but is there a system that keeps track of which driver is hauling a specific trailer? If not, is it legally on the owner of the trailer if their driver does something like that to pay for damages?
