How am I suppose to take a RTD without a driving job?

I popped hot 3 years ago on a drug test and was asked to resign, so i did. I payed a SAP and started the process, I completed the SAP but never took a RTD test because I had no employer to go back to. In the mean time I got a job working in a oil farm in which I dont use my CDL. Ive interviewed for multiple driving jobs but nobody will take me because I havent completed the clearinghouse process. How am I suppose to complete it when nobody will give me a RTD test? Ive read online it could be done as a pre emplyment but employers ignore that. Anyone have some guidence I dont wanna wait 2 more years.
