Do I have to go through the whole hazmat process again to add a motorcycle endorsement to my license?

I don’t know if it’s like this in every state yet but I’m SC on Feb 7 2022 they enacted a new rule to where if you upgraded a license in SC you need to retake and go through the whole fucking hazmat process again. I just want to take my motorcycle test and be down with it. I do not want to retake the hazmat test yet. Was wondering with the new rules if they consider a motorcycle endorsement an upgrade on a hazmat CDL. I hope not but Im sure I already know the answer. Just wanting some more thoughts and solid answers.
