Class A CDL bus driver HOS?

I have a Class A CDL and I recently got my P endorsement and I started driving a city bus. However they dont abide by HOS regulations, like 10 hr driving time and 15 hr on duty time which are the HOS for passenger vehicles. Again, this is a city job working for the government, so my question is: am I responsible for my HOS or are they?
They claim that HOS rules dont apply to them as a city bus, but for me as a class A **Interstate** holder with NO restrictions, am I responsible for HOS and am I regulated different then all the other class B *intrastate* bus drivers, which are all my colleagues?
