Can you drive a tractor ( no trailer ) with a class b?

So my brother has his class b and his boss wants him to move a tractor from the repair shop back to their shop. The “ safety” person is saying no he can’t drive it with just a class b even thought it doesn’t have a trailer attached. Says because it has a 5th wheel on the truck need a class a. Is the safety person just clueless? Or is this some new rule/ law?
His license says

Operate a single vehicle with a GVWR of 26,001 lbs. or heavier, and/or any vehicle as described above that is towing another vehicle weighing UP TO 10,000 lbs
