Can some trucks just ride past a weigh station?

I’m not a trucker but I have a question that’s been bothering me for a while. I drive about 40 miles of highway to work around 4am and traffic is very light. There is a weigh/inspection station that is open periodically on my route run by the state police. Multiple times now I have been right next to a truck (semi, 18 wheeler or whatever you call it in your region) that just rides right past without stopping while all the other trucks are pulling in. Is there a legitimate reason for this or are some of these guys just saying screw it? This is in Maryland by the way.
