Can I learn with a licensed CDL holder before taking ELDT?

I have a job opportunity to drive class B fuel delivery trucks. Hazmat and air brakes. I know the owner he used to train but can’t now due to the ELDT requirement. I’ve looked into everything I just cannot afford a 4 week course. There are short courses I could foot the bill for though if maybe use my pickup as collateral on a loan. I just not sure if I can drive and train with just a learner’s permit to get a little experience before school so it’s not so costly. I can get the endorsement eldts online super cheap after I get my basic class B. But there’s no way around the certified instructor school for the actual driving part.
